Understanding User Permissions in First Arriving

First Arriving uses a role-based permissions system to ensure the right people have the right level of access across your agency. Whether someone needs full administrative control or simply needs to view content and acknowledge messages, there's a role designed for how they use the platform. You can manage these permissions in your agency admin panel by clicking the Users link. We encourage agencies to regularly review your users to ensure they have the most up to date permissions. 



There are four primary roles within First Arriving, each building on the one before it:


Agency Admin

The Agency Admin is the highest level of access within your agency and should be reserved for authorized personnel only. Agency Admins have full control over your agency's First Arriving account, including the ability to:

  • Manage users (add, edit, and delete)
  • Manage, schedule, and deploy messages and videos to dashboards
  • List devices and view their online/offline status
  • Manage all user account content (see User Account Content Manager below)
  • Manage content categories
  • View login and acknowledgement history
  • And more

Because of the broad scope of this role — including the ability to add and delete users and manage sensitive features — Agency Admin access should be limited to those who truly need it.

Dashboard Content Manager

A Dashboard Content Manager is a user who has been given access to one or more specific devices (dashboards) within your agency. This role is ideal for individuals responsible for keeping dashboard content fresh and up to date.

Dashboard Content Managers can:

  • Manage, schedule, and deploy messages and videos to their assigned dashboards
  • View the online/offline status of dashboards
  • Access all End User features (see below)

User Account Content Manager

A User Account Content Manager can create and manage all content within your agency's user accounts (if enabled for your agency). This role is a great fit for someone responsible for keeping your team informed and engaged through the platform.

User Account Content Managers can create, manage, and edit:

  • News & Announcements
  • Acknowledgements
  • Platform Connect
  • Document Library
  • Events

News and Events can also be pushed to dashboards automatically. In addition, User Account Content Managers have the ability to push content across your entire agency or to specific dashboards, along with all End User features.

End User

An End User is a standard agency user with access to view and interact with content across the platform. End Users can:

  • View all user account content
  • Receive and acknowledge content
  • View dashboards on desktop and tablet
  • Access the mobile version of dashboards (if enabled for your agency)

End Users can also be assigned access to specific devices — for example, a user might have access to Station 1 and Station 2 but not HQ.
